As I understand it, the Contingency has some great advantage against the sentient combat AI combat computers, so I want to downgrade to the lvl 2 traditional combat computers. They also prefer to use lasers, and as such are bad against shields. Make your fleets lean more heavily towards shields, but with a healthy mixup of armor as well. Each of these functions as a spawner that will create more Contingency ships.The Contingency have equal shields and armor, you're thinking of the scourge, but low hull so penetrating weapons like arc emitters, disrupters and rockets counter them pretty well. As for defending against them, they only use energy weapons so stack as much shielding as you can, you can completely ignore armor.
