The practice of program evaluation at CDC advanced considerably with the 1999 release of the report, Framework for Program Evaluation in Public Health. 6 Since its release, the Framework has been a primary driver for CDC evaluations and has caused them to become more situation-specific, participatory, aptly designed, and appropriately implemented.The emphasis is on practical, ongoing evaluation strategies that involve all program stakeholders, not just evaluation experts. Understanding and applying the elements of this framework can be a driving force for planning effective public health strategies, improving existing programs, and demonstrating the results of resource investments." - p.
